I gave this talk to a meeting of the Canberra chapter of the Independent Scholars Association of Australia, at High Court of Australia, Canberra, on 24 April 2003. I spoke off the cuff, from rough notes. We were just coming out of the Iraq invasion phase. That disgraceful, illegal and preemptive Australian war was very much on my mind, as well as SIEV X. I further developed some of the themes of public accountability for violent actions of the state in my October talk to the Refugees and Mental Health Conference in Sydney (text on this website).
